Then an A&P that is not an IA , could perform a conditional inspection on an RV4 that I own but did not build?

Hi Bob,
Annual inspections are performed on certificated airplanes to determine airworthiness. Airworthiness definition is:
- Conforms to its type design (Type Certificate and production drawings etc) or modified design (STC) and,
- Is in a condition for safe operation.
Since an experimental airplane doesn't have a Type Design it won't have a Type Certificate and hence will never be called airworthy. It will be inspected to determine it is in a condition for safe operation...that's where the term "Condition Inspection" comes from. Like an annual, the condition inspection is required to be performed every 12 calendar months. However, while it takes an IA to perform the annual inspection the condition inspection may be performed by the builder holding a repairman certificate or an A&P.

What is a "condition inspection" on an Experimental vs an annual ? Does not the Experimental need an annual ?
