Joe,

This information comes from FAA Order 7110.65 Air Traffic Control.  It
prescribes air traffic control procedures and phraseology for use by persons
providing air traffic control services in the US. You don't need to pass
this information along to control towers, controllers are required to be
familiar with the provisions of the order that pertain to their operational
responsibilities.
